Hungarian PM Blasts EU Proposed Budget as “War Budget”

(MENAFN) Hungarian Prime Minister Viktor Orban has sharply criticized the European Commission’s proposed seven-year budget, branding it a “war budget” that prioritizes funding for Ukraine over the welfare of EU citizens.

The €2 trillion ($2.17 trillion) financial framework for 2028–2034, unveiled earlier in July, allocates roughly €100 billion in aid to Ukraine, including provisions supporting its potential membership in the European Union.

During a speech at a student summer gathering in Romania on Saturday, Orban denounced the spending plan, arguing it fails to serve the needs of Europeans.

He accused the “Brusselian elite” of crafting a budget based on the “logic of war,” emphasizing that it offers “billions for Ukraine, crumbs for farmers and development.” Orban further alleged that the EU’s strategy centers on defeating Russia in Ukraine, ultimately aiming to “pave the way for a change of power” in Moscow.

Because the budget requires unanimous approval from all 27 EU member states, Hungary holds veto power—giving Budapest significant leverage in blocking the proposal.

Germany has also dismissed the draft budget as “unacceptable,” citing fiscal concerns. Chancellor Friedrich Merz stated that Ukraine is unlikely to gain EU membership before the conclusion of the 2034 budget cycle.

Hungary has consistently opposed Ukraine’s efforts to join both NATO and the EU, warning that such moves risk intensifying the conflict with Russia. Orban’s administration has also withheld military aid to Ukraine, maintaining that only diplomacy can resolve the war.

Although Russia initially expressed no objection to Ukraine's EU aspirations, Moscow has since taken a tougher stance, accusing the European Union of “rabid militarization” and acting as a de facto extension of NATO.
